Adapters and Power Bank Rules for Dubai Travel

The number printed largest on your power bank is not the number any rule uses.

The published thresholds for a power bank are in watt-hours. The figure on the box, usually 10,000 or 20,000, is in milliamp hours, and no source read for this page sets a power bank limit in that unit. IATA’s passenger guidance gives the conversion as Wh = Ah x V. So a 20,000 mAh bank is 20 Ah, and at a nominal 3.7 volts that is 74 watt-hours, inside every limit below. The watt-hour figure is usually printed on the bank itself in small type, and that is the one to find before you pack. Lithium metal batteries are the exception to the unit: those are limited by grams of lithium content, not watt-hours, and that appears further down.

The second thing to know before the detail. The rules here are not settled, and the industry says so in writing. IATA’s own passenger document opens its power bank section like this:

“Recent events have resulted in further proposed restrictions regarding power banks carried by passengers on aircraft. While it will take some time for these proposals to be accepted into regulation, airlines are moving early to adopt these measures in the interests of aviation safety.”

And closes it like this: “Airlines may impose more stringent conditions on the carriage and use of power banks by passengers.”

That sentence is the key to everything below. It explains why two carriers on this route now permit one power bank where the industry guidance says two, and it means the only number that governs your flight is your own airline’s. Travel writing calls it Type G. Dubai’s electricity and water authority, in its own installation regulations, is more precise.

DEWA’s Regulations for Electrical Installations, 2017 Edition, states: “The nominal electric supply voltage from DEWA (IEC 60038) is 230 / 400V ± 10%, 50 HZ, 3-phase, 4-wire with separate neutral and protective conductor.” So a single-phase socket in a Dubai room is nominally 230 volts at 50 hertz, with a ten per cent tolerance either side, and the nominal figure is defined by an international standard rather than chosen locally.

The article makes no claim about whether your particular appliance will work. That answer is printed on the appliance.

On the outlets, the regulations require single-phase socket outlets in domestic and commercial installations to comply with BS 1363, specified as “shuttered, double pole, 3 pin flat with switch.” That is the three rectangular-pin plug most Indian travellers already recognise from British appliances. “The 15A plugs and socket outlets … shall comply with BS 546.” Industrial plugs and socket outlets follow BS EN 60309 and “shall be with a switch, that is integrally built in or attached to it.” And “Weather protected type (IP55) socket outlets must be used for outdoor locations.”

Now the check, and it takes ten seconds. Turn over the plug or brick of whatever you are bringing and read the input line. Most modern chargers print something like 100 to 240 volts, 50 to 60 hertz, which covers a nominal 230-volt 50-hertz supply with room to spare. This page will not tell you that your particular appliance will work, because it has not seen your appliance and the answer is printed on it. What it gives you is the supply your appliance has to cope with, and where to read whether it does.

Two things follow for packing. A charger with a wide input range needs a plug adapter and nothing else, and a single universal adapter with several sockets on it does more work in a family room than four separate ones. Anything with a narrow input range, or a heating element, needs more thought than an adapter, and the sensible move is usually to leave it at home. How many sockets a room actually gives you is a property question rather than a regulatory one, and what the room comes with and what it does not is where that sits.

Most pages state this rule. Fewer give the reason, and the reason is one sentence in Dubai Airports’ departures list, under its heading “Provisions for dangerous goods”:

“Articles which have the primary purpose as a power source, e.g. power banks, are considered as spare batteries.”

For the purposes of these provisions, a power bank is deemed a spare battery, and the spare battery entry immediately above it says spare and loose batteries “must be carried in carry-on baggage only.” That is the whole logic, and it is worth being exact about its scope: this is a deeming provision inside one airport’s published list of dangerous goods provisions, not a global statement about what a power bank is. flydubai’s own page, for instance, refers to a power bank as a device when telling you where the rating is printed.

Once you know the deeming, the rest stops feeling arbitrary. Your laptop is a device with a battery installed in it and it may travel in either bag. Your power bank is treated as the battery on its own, and it may not.

Two practical consequences.

Never let one travel in a bag you are checking, including a cabin bag that gets gate-checked because the lockers filled. Take the bank out and keep it on you before you hand the bag over. A bag that comes off the belt lighter than it went on is often security removing exactly this, and what security takes out of a checked bag covers what to do when that happens.

Keep it protected, and let it cool. Dubai Airports requires that spare batteries “must be individually protected to prevent short circuits.” IATA’s passenger guidance adds two instructions that are worth more to a family than any watt-hour figure: “If you recharge your power bank or PED, then allow it to cool before packing it”, and “If a device is hot, smoking, or damaged, tell the crew (or airport staff) immediately.” Emirates, explaining why it changed its own rules, names the risk as “dangerous consequences like fire, explosions, and the release of toxic gases.”

No source read here gives a temperature threshold, so this page does not publish one. What it will say is that a bank you have just charged, packed straight into a bag, in a city where a parked car interior is its own climate, is being handled against the one instruction IATA does give. Two numbers, not six, and the twenty is a different question. Emirates and flydubai say one. Air India, IndiGo and IATA say two.

The twenty never licensed twenty power banks. It is a cap on spare batteries, and a power bank counts against it because Dubai Airports deems one a spare battery. Dubai Airports publishes no power bank cap of its own at all, so the twenty is not a rival answer to the question; it is the answer to a wider question that a power bank happens to fall inside. IATA, which publishes the same spare battery figure, caps power banks separately at two in the same document, which is how the two limits sit together. And the twenty is expressly waivable: “The operator may approve the carriage of more than 20 batteries.” The operator there is the airline, not the airport.

And the two twos may not be the same two. IndiGo publishes one combined allowance: two spare or loose lithium ion batteries “(including power banks)”. That wording is explicit, and the consequence is concrete. On IndiGo, two spare camera batteries use up the whole allowance and leave room for no power bank at all. Nothing on any competing page tells you that, and it is the difference most likely to catch a family that photographs its own holiday.

Air India states the two limits in separate places, two power banks in one list and “No more than two spare batteries per person may be carried” in another. It does not say whether power banks count toward the spare battery figure, and this page will not decide that for it. If you are carrying both spare camera batteries and a power bank on Air India, ask Air India rather than reading an answer into the gap. The safer assumption, given that Dubai Airports deems a power bank a spare battery, is that they may share one allowance.

So the honest answer to “how many power banks can I take to Dubai” is that it depends on a booking this page has not seen. A family flying out of Delhi on IndiGo with two banks and home on Emirates has a problem on the return leg that did not exist on the outbound one, and nothing in the luggage changed. Check the carrier, in both directions, before you pack. IATA’s own document is explicit that this is how it works: “Airlines may impose more stringent conditions on the carriage and use of power banks by passengers.”

What you may bring across the border at all is a separate question from what you may bring on the aircraft, and what the border controls on the way in covers that side. If something is confiscated or forgotten and you replace it airside, that spend belongs with what an airport adapter does to the day’s spend.

This is where the four carriers separate most sharply from the industry document, and the difference matters on a seven-hour flight.

What IATA’s guidance actually says, and it is narrower than the carriers:

  • “Power banks must not be recharged from an in-aircraft power supply.”
  • “Power banks should not be stored in the overhead lockers”
  • “Power banks should not be used to provide power to other devices during taxi, take-off or landing”

Read the verbs and the scope. Recharging the bank from aircraft power is a must not. Overhead storage is a should not. And using the bank to charge a phone is a should not confined to taxi, take-off and landing. The industry guidance does not prohibit using a power bank in the cruise.

The carriers on this route have gone further, and their conditions are the ones that apply to you.

Emirates, in a release dated 30 September 2025: “Using any kind of power bank is prohibited onboard Emirates’ flights, effective from tomorrow, 1 October 2025.” It closes both directions: “Charging a power bank using the aircraft’s power supply is not permitted” and “Power banks may not be used to charge any personal devices onboard.” The bank “must now be placed in the seat pocket or in a bag under the seat in front of you”, not in an overhead bin.

flydubai: “Use of power banks on board is strictly prohibited, including charging devices or charging the power bank itself using aircraft power sockets.” It adds that a power bank “must be switched off and protected from short circuits and unintentional activation”, and, as advice rather than requirement, that “It is advisable to have the power bank kept in the original retail packaging or a protective pouch/case.” On placement it splits its own verbs: “Power banks must not be placed in overhead stowage lockers and should be stored in hand baggage, either under the seat or in the seat pocket in front of you.” Must not, then should.

Air India: “Use or charging of power banks onboard is not permitted.”

IndiGo, whose sentence carries two different verbs that this page reproduces rather than levels: a battery “must not be recharged while on board the aircraft and should not be used to recharge a portable electronic device while on board the aircraft.” Recharging the bank is a must-not. Using it to charge a phone is a should-not, which is a real difference from the three carriers above and one a reader is entitled to see rather than have smoothed away.

The carriers have gone past it. The carrier’s conditions are the ones that apply to your flight. So charge everything before you leave home, and size the entertainment to the battery each device starts with.

What this means for a long flight with children. On Emirates, flydubai and Air India the power bank is cabin ballast, not a resource. On IndiGo the wording is weaker but points the same way. Plan as though you cannot use it: charge every device fully before leaving for the airport, use the aircraft’s own seat power where the cabin has it, and size the entertainment to the battery each device starts with. That is a real change in how a family should prepare, and most published advice has not caught up with it.

A phone, a tablet, a laptop, a camera and a shaver are portable electronic devices. The battery is installed in them, and that changes what is allowed.

Dubai Airports permits devices with lithium metal batteries up to 2 g of lithium content, or lithium-ion batteries not exceeding 100 Wh, in carry-on and checked baggage. Its per-person figure is 15, followed immediately by a footnote: “The operator may approve the carriage of more than 15 PED.” Anything in a checked bag must be completely switched off and protected from damage.

IATA’s guidance carries the identical provisions here, including the same 15 and the same operator-approval sentence word for word. That is not a coincidence and it is worth saying plainly: on devices and spare batteries, the airport’s list and the trade association’s document are reproducing the same passenger provisions. They are not two independent authorities agreeing. On power banks they are not equivalent at all, because Dubai Airports publishes no power bank provision, and everything on that subject comes from IATA and the carriers.

Fifteen devices per person sounds generous until you count a family of five with a phone each, two tablets, a laptop, a camera and a handheld console. It is generous, and it is not a hard ceiling, because the operator can approve more.

The condition that actually catches people is the checked-bag one: completely switched off, not asleep, and packed so it cannot be crushed or woken by pressure. A tablet in a soft checked bag that switches itself on under a suitcase is the scenario the condition exists for.

The practical answer for most families is simpler than the rule. Put the electronics in the cabin. It removes the switched-off question, the crushing question and the argument at a baggage desk if the bag goes missing. For the specific kit a very young child needs plugged in, the equipment a very young child needs plugged in covers what is worth carrying at all.

Above 100 Wh, nothing is automatic.

Dubai Airports: batteries in this band require airline approval for carry-on and for checked baggage, and spares are limited to two, in carry-on only.

IATA guidance: a battery installed in a device, above 100 Wh and up to 160 Wh, may travel in carry-on and checked baggage with operator approval. Spares in that band are carry-on only, again with operator approval. Above 160 Wh, a battery “Must be prepared and carried as cargo in accordance with the IATA Dangerous Goods Regulations.” That is not a passenger option at all.

IndiGo publishes a narrower door in the same band: two spare or loose lithium batteries rated above 100 Wh and up to 160 Wh, or lithium metal batteries with more than 2 g and not more than 8 g of lithium metal, “only if such are used for portable medical devices.”

That medical-device wording matters to families travelling with equipment rather than gadgets, and IndiGo publishes where the approval happens, which most pages do not: it is “Subject to the Customer obtaining approval from IndiGo at the check-in counter and security clearance at the airport.” So on IndiGo this is an airport step, not a booking step, and a family that raises it only when booking has not completed it. The approval belongs to the operator and this page cannot give it, so ask your own carrier where and when it wants to be asked, and allow time at check-in for it. If somebody in your party uses a battery-powered wheelchair or scooter, almost nothing above applies to it. IATA publishes a separate guidance document for these, dated 18 April 2023, and again it is a trade association’s guidance rather than a regulation.

The notice requirement, and note the verb. “At least 48 hours prior to travel or at the time of booking, the user of the mobility aid, travel agent, tour operator or other third-party booking websites should seek approval from the operator for the carriage of the battery-powered mobility aid.” That is should, not must, it names two trigger points rather than one, it is written to catch the travel agent as well as the passenger, and the approval it describes is specifically for carrying the mobility aid.

For lithium ion batteries specifically, the ceiling is far higher than anything above. “A passenger may carry a maximum of one spare battery not exceeding 300 Wh or two spare batteries each not exceeding 160 Wh.” Set that beside the 100 Wh that governs an ordinary power bank and the point is clear: a mobility aid is treated as necessary equipment rather than as a convenience. That figure is scoped to lithium ion, and the document covers five battery types in all: non-spillable wet, nickel-metal hydride, dry, spillable, and lithium ion.

The battery may stay in the device or come out. “The battery(ies) can either be securely attached to the device with the electrical circuits being isolated following the manufacturer’s instructions or removed following the manufacturer’s instructions if the design of the device cannot provide adequate protection to the battery(ies) against damage.” Either way the manufacturer’s instructions are the reference, which means bringing them.

Which battery type your device uses changes the handling, and it is a question for the manufacturer rather than for this page. Find out before you call the airline rather than during the call.

IATA MOBILITY AID GUIDANCE, 18 APRIL 2023, A TRADE ASSOCIATION NOTICE 48 hours or at booking. The document says the user “should seek approval”, not must. Any power bank limit in milliamp hours. No source read here sets one. Every power bank threshold is in watt-hours, and the conversion is Wh = Ah x V. Lithium metal batteries are limited by grams of lithium content instead.

How many power banks you may carry. It depends on your carrier and this page has not seen your booking. The published allowances are in the table above. Your airline is the authority for your flight, and IATA’s own document says airlines may be stricter.

Whether your particular charger or appliance will work. Read the input range printed on it. This page publishes the supply it has to cope with and nothing about your device.

Whether a travel adapter sold in the UAE must carry any mark or certificate. The Ministry of Industry and Advanced Technology runs the UAE’s conformity schemes, and the pages read here do not name which product categories they cover. Ask the ministry.

What an adapter or a power bank costs anywhere. No authority publishes it and this page does not guess.

Anything about an ordinary pram or pushchair. No source read here mentions one. Only battery-powered mobility aids have a published regime.

Any temperature at which a battery becomes unsafe. No source read here gives a figure. IATA does say to let a recharged bank cool before packing it and to tell the crew if a device is hot, and both are quoted above, but neither is a threshold.

Any figure from the UAE General Civil Aviation Authority. The GCAA publishes a bulletin on air transport of lithium battery powered equipment. Its PDF returned no machine-readable text when fetched for this page, so nothing here is attributed to it, and the URL is in the sources below so you can try it yourself. The GCAA is the body to ask for the national position.

What security will actually do at any particular lane. Rules are published. Discretion is not, and this page will not guess at it.

Whether one carrier’s rule applies to another. Every figure above is attributed to the source that published it, and none of them transfers.

Find the watt-hour figure on the power bank. If it prints only mAh, divide by 1,000 and multiply by the nominal voltage on the label.

Check your carrier’s allowance in both directions. They differ, and the return leg is where families get caught.

On IndiGo, count your spare camera batteries first, because they share one allowance with the power bank.

Put every power bank and every spare battery in your cabin bag. Never in the hold, and never in a cabin bag that might get gate-checked at the door.

Protect the terminals. Dubai Airports requires spare batteries to be individually protected against short circuits, and IndiGo requires terminals taped and insulated and the battery in original packaging or a separate plastic bag. flydubai advises original packaging or a protective case rather than requiring it.

Charge everything before you leave home, and plan as though you cannot use the bank in the air, because on three of these four carriers you cannot.

Let a bank cool before you pack it. IATA asks for that in terms, and it is the one heat instruction any source read here actually gives.

If somebody uses a powered mobility aid, contact the airline 48 hours ahead or at booking, with the manufacturer’s instructions and the battery type ready.

A note on what a package does and does not solve here. A package does not change a single rule above, and Trekhops cannot obtain an airline’s battery approval on your behalf unless it holds the booking. What it changes is that the carrier is known at the point of booking rather than discovered later, so the allowance that governs your family is settled while you are still packing rather than at a security lane.
